Preliminary Memorandum on the Fourth Five Year Plan Kerala Government of Kerala February 1965

Abstract

In their letter No. 4(2)l/65/Plan dated 3rd November 1964- the Planning Commission requested the State Governments to review in the light of the Commission’s Memorandum on the Fourth Plan which was generally endorsed by the National Development Council, the reports and proposals submitted by the State Working Groups and to put forward such proposals as the State Governments consider feasible. The Commission requested that a concise preliminary memorandum which would be in the nature of a tentative ‘first approximation’ indicating broadly the main problems, the objectives of the Fourth Plan and the basic approach, strategy and priorities on which the proposals are based, size and pattern of investment, employment, sectoral programmes etc., might be sent to them prior to the preparation of the Draft Outline.
