Abstract
The draft Five Tear Flan, 1978-83, of Goa, Daman and Diu envisages an outlay of Rs. 177-50 crores which is a little more than double the size of the Fifth Five Year Plan(1974-79). However, as per the directive of the Planning Commission, Govt, of India, the Fifth Five Year Plan was terminated one year in advance i.e. by the end of March, 1978, and the now Flan put into operation from 1st April, 1978. The Annual Plan for the year 1978-79 was of the size of Rs. 27.50 crores. Schemes implemented in the first year of the new Plan (i.e. 1978-79) wore mere or loss of the nature of continuum of the Fifth Plan. Over the staff recruited for the plan schemes during the Fifth Plan was continued under the plan sector in the year 1978-79- The strategy and objectives of the new Plan (1978-83) were finalised only in the middle of the current year. Those have been discussed in detail in the Draft Five Year Plan, 1978-83. Excepting the spill-over schemes, most of the new schemes included in the new Plan (1978-83) will be put into operation from the year 1979-80 only
