Abstract

"The need, for the involvement of the youths in rural areas in development programmes was recognised even in the early stages of Community Development movement in the country. Consequently the C.D. Blocks were called upon to encourage formation of youth clubs in the villages. Such clubs were planned to provide opportunity to younger generation to function in an organised manner and develop their faculties for cooperative activities and team work. The rural youth programme received emphasis and gained momentum in many States during the latter half of the Second Plan and in early years of the Third Plan. As the programme was reported to have expanded considerably during the past few years, the C.D. Ministry felt that the time was ripe for an evaluation of the programme. A similar suggestion was received from the Government of Mysore also. As a result the PEO undertook the present study."
