dc.description.abstractThe summer which followed the release of the Preliminary Memorandum on the State’s Fourth Five Year Plan was a period of great strain for the Stale. Rains failed and the State faced scarcity conditions on an unprecedented scale. the seriousness of the situation was accentuated by the fact that the scarcity conditions of 1965-GG followed another year of scarcity which, though not as serious as the 1965-6G scarcity year had enfeebled the economy of the State and its capacity to withstand the strain of another drought.
