Abstract

The Draft Fifth Five-Year Plan of Andhra Pradesh (1973–78) presents a comprehensive framework for socio-economic development, targeting key sectors such as agriculture, power, irrigation, education, health, and welfare. With a total proposed outlay of approximately Rs. 127,700 lakhs, the plan allocates substantial resources to agricultural development programs, minor irrigation, soil conservation, and agricultural education, alongside significant investments in power and irrigation infrastructure. Educational and health services are prioritized to improve literacy, technical skills, and public health standards, while welfare initiatives focus on backward classes and marginalized communities to promote social equity. The plan emphasizes infrastructure development, including road construction, electrification, and urban-rural connectivity, as a means to stimulate economic growth. Targeted programs include agricultural training centers, improved seed programs, expanded medical facilities, and community development projects in backward regions. Key challenges identified include timely budget execution, sustainable agricultural practices, and mitigating environmental impacts from industrialization and urbanization. Overall, the plan outlines a strategic roadmap for balanced economic growth, enhanced social welfare, and inclusive development, contingent on effective resource management and coordinated implementation across government sectors.
