Abstract

The 100 selected centres may be distributed between the industrially development and industrially backward states in the ratio 30:70. For this purpose developed states may be defined on the basis of the value added per capita in manufacturing in 1975-76 being above the national average. On this basis Gujarat, Haryana, Maharashtra, Karnataka, Punjab, Tamil Nadu and West Bengal may be considered industrially more developed states. 10 Centres out of the 70 for the backward areas can be allotted to the hill states of Jammu and Kashmir and Himachal Pradesh, the north-east states (excluding Assam) and Union Territories. The balance may be distributed within each category, the share of each state being proportional to the area and population (with equal weights for both).(Para 7.13 and 7.15)
