Abstract

Madhya Pradesh, the largest State in terms of area in the country, is far below the national average of 16.5 km of pucca road per 100 sq. km. The average is around 9.5. Low density of population compared to the all-India average necessitates laying of larger length of roads to serve a given population . Hitherto the policy framers have been allocating funds on the basis of size class of villages . This approach itself leads to availability of less funds to a State like Madhya Pradesh . The correct criteria would be percentage of population provided with network of roads.
