dc.description.abstractThe Tenth Five Year Plan has been formulated in the context of the Prime Minister’s vision of doubling per capita income in the country within the next ten years, and also of creating 100 million employment opportunities during the same period. These are certainly ambitious targets, especially in view of the fact that GDP growth has decelerated to below 6 per cent at present and the pace of work creation has slowed down to 1.1 per cent per annum during the latter half of the 1990s. Nevertheless, it is believed that the Indian economy does possess the potential to realise these targets, provided that appropriate policy and programmatic interventions are carried out within the specified time frames.
