Abstract
The Mid Term Review (MTR) of the agriculture sector under India’s Eleventh Five Year Plan evaluates progress, identifies constraints, and recommends corrective measures to achieve the Plan’s target of “Faster and More Inclusive Growth” with a projected growth rate of 10%. The review, conducted by a committee of experts and academicians, assesses major initiatives including the Rashtriya Krishi Vikas Yojana (RKVY) and the National Food Security Mission (NFSM), highlighting successes in crop productivity, seed distribution, and state-level investments. Sectoral analyses focus on horticulture expansion, livestock and fisheries development, and farmer support mechanisms such as Kisan Call Centers. Key challenges include delays in resource allocation and limited state-level preparedness. The committee recommends revising implementation guidelines, enhancing state capacities, and improving project management. The MTR aims to streamline sectoral priorities, strengthening agricultural productivity, food security, and overall economic growth.
