Peace and security are essential pre-requisites of development. India, which has a land frontier of 15,200 kms., experience fragile peace conditions along the border, particularly the western sector, which jeopardise the developmental efforts in the border areas. The main characteristic features of these areas are inaccessibility and insecurity. Therefore, these areas merit special treatment for accelerated and integrated development.
