dc.description.abstractThe Five-Year Plan for Assam, with a specific focus on Sibsagar District during the period 1961–1964, represents a strategic framework designed to promote comprehensive socio-economic development through coordinated planning and targeted investments across key sectors. The plan outlines multiple development schemes aimed at strengthening agriculture, education, health services, infrastructure, and social welfare initiatives at the district level. With a total allocation of approximately Rs. 215.818 lakhs for Sibsagar District, of which Rs. 84.366 lakhs had already been spent in the first three years, the plan emphasizes balanced development through a combination of general state plans, community development projects, local development works, and special schemes implemented under Article 275 of the Constitution to support tribal and underdeveloped areas. Major financial allocations are directed toward agriculture and irrigation improvements to enhance productivity and rural livelihoods, while education initiatives focus on expanding basic schooling and promoting adult literacy programs. Public health development forms another critical component, with investments in vaccination drives, improvements to health dispensaries, and broader public health infrastructure. Infrastructure development is also prioritized, with approximately Rs. 23.85 lakhs earmarked for road construction and communication improvements to strengthen connectivity and facilitate economic activities. The plan further promotes social welfare through the establishment of Social Welfare Extension Projects and improved water supply and sanitation systems to enhance living conditions in rural communities. Administrative mechanisms such as Subdivisional Development Committees are introduced to ensure effective implementation and monitoring of development programs at the grassroots level, encouraging participation from local governance bodies and community organizations. Despite notable progress, the plan also acknowledges challenges related to timely project execution and the need for improved monitoring to ensure measurable outcomes. Overall, the plan reflects a coordinated effort to stimulate economic growth, strengthen social infrastructure, and enhance community participation, thereby laying a sustainable foundation for future development planning in Assam and particularly within Sibsagar District.
