Abstract
The Draft Annual Plan 1993-94 for Andhra Pradesh presents a comprehensive strategy for enhancing irrigation and flood control infrastructure, emphasizing the efficient management of water resources to support agricultural productivity and mitigate disaster risks. The plan proposes a total outlay of Rs. 44,000.43 lakhs, with major allocations for ongoing and new projects including Rs. 23,654 lakhs for major and medium irrigation, Rs. 3,904 lakhs for minor irrigation, Rs. 547 lakhs for command area development, and Rs. 390 lakhs for flood control initiatives. Externally aided projects, notably the Sriramsagar Project and Srisailam Right Branch Canal financed by the World Bank, highlight the state’s reliance on international funding for large-scale infrastructure. Special initiatives like the Telugu Ganga Project aim to supply drinking water to Madras while irrigating drought-prone areas in Rayalaseema. Additional provisions support cyclone reconstruction, modernization of irrigation systems, and the completion of ongoing projects such as Nagarjunasagar, Somasila, and the Godavari Barrage. The plan identifies further funding requirements of Rs. 161.54 crores to meet escalating demands, reflecting the need for sustained investment in irrigation and flood control. Overall, the Annual Plan underscores a structured, accountable, and future-oriented approach to water resource management, integrating financial prudence, community engagement, and environmental considerations to ensure long-term agricultural resilience and socio-economic development.
