Abstract
The Draft Annual Plan of the Government of Goa for 1990-91 presents a detailed framework for agricultural and allied sector development under the broader objectives of the Eighth Five-Year Plan (1990-95). The plan prioritizes crop husbandry, with a focus on the production, multiplication, and distribution of high-yielding variety (HYV) seeds of paddy, ragi, maize, and pulses, alongside the establishment and management of farms to supply improved seeds to cultivators. Soil and water conservation measures are integrated through the development of selected micro-watersheds, encouraging dryland farming and enhancing productivity of pulses and oilseeds. The plan emphasizes balanced use of fertilizers and soil conditioners, promotion of rural compost, green manuring, and bacterial culture to improve soil fertility and crop yields. The Plant Protection Scheme targets pest and disease control across various crops, including paddy, pulses, vegetables, fruit trees, coconut, arecanut, cashew, and sugarcane, through the subsidized supply of pesticides, plant protection equipment, and training programs. Financial allocations for 1990-91 include Rs. 505 lakh in non-recurring capital outlay for farm infrastructure, Krishi Bhawan construction, and other facilities, alongside Rs. 43 lakh in recurring expenditure for staff pay, grants, and operational costs. Overall, the plan aims to increase foodgrain production, ensure the adoption of improved farming practices, strengthen agricultural infrastructure, and promote sustainable rural development, forming a critical foundation for Goa’s agricultural growth and community welfare.
