dc.description.abstractIn the process of socio-economic development of societies, it is not invariable that all segments of the society derive equal benefits from growth. In these closing decades of the present millennium, there is increasing awareness that affirmative action is required. More and more, a consensus seems to be emerging, cutting across various societies that every individual has a right to expect that conditions will prevail as would enable one to achieve self-fulfillment, while being an integral part of the larger, complex, social polity. Hence the increasing acceptance of principles, almost of universal validity, governing the rights of individuals - basic human rights.
