dc.description.abstractThe Report of the Working Group on Convergence and E-Governance for the Tenth Five-Year Plan (2002–2007), prepared under the aegis of the Planning Commission, examines the integration of Information Technology, Telecommunication, and Broadcasting to create converged systems capable of delivering efficient, accessible, and citizen-centric services. Convergence, encompassing the integration of carriage, content, terminals, and industry, promises transformative opportunities for government service delivery, communication, and social interaction, while also addressing challenges such as regulatory overlap and technological obsolescence. The report emphasizes that effective convergence requires public investment primarily in areas where private sector solutions are inadequate or prohibitively expensive, including creation of robust broadband infrastructure, development of content, and standardization of data, interfaces, and applications. E-Governance is positioned as a strategic application of ICT to achieve Simple, Moral, Accountable, Responsive, and Transparent (SMART) governance, enabling active citizen participation through re-engineered procedures, large-scale computerization, use of local languages, and creation of Public Key Infrastructure for secure electronic transactions. While some states such as Andhra Pradesh, Karnataka, and Maharashtra have advanced IT adoption, regional disparities and the digital divide remain significant challenges, necessitating national coordination, capacity building, and strengthening of the National Informatics Centre (NIC) network down to sub-district levels. The report highlights pre-requisites for successful implementation, including re-engineering administrative processes, collaboration across ministries and states, and public-private partnership in test-bed projects to pilot convergence applications. With a total plan outlay of Rs. 2,680 crore—Rs. 1,830 crore for convergence and Rs. 850 crore for e-governance—the report envisions leveraging ICT to create a knowledge society, enhance access to services, bridge technological gaps, and lay the foundation for sustainable, citizen-oriented governance across India.
