Abstract
Research is the privilege and responsibility of universities and academic institutes. On the other hand, a Government charged with the responsibility of Planning for socio-economic development has also specific requirements in the field of research. Gaps in the existing knowledge of facts are a handicap in the accurate assessment of resources and the formulation of a programme of development. This lacuna has to be removed. A liaison has, therefore, to be established between the Universities and research institutions and the Planning Commission.
