There were two sets of land reform measures in saurashtra. The first set of measures aimed at the elimination of the class of parasitic middlemen and thereby establishing direct relations between the state and the cultivator. The second set aimed at increasing the efficiency of agriculture by making further fragmentation of holdings difficult, by declaring illegal the leasing of land, by scaling down the debts of the agriculturists, and other like measure. These two sets of reforms were bound to have far reaching effects on the agricultural economy of Saurashtra.
