Abstract

The report on the welfare of weaker sections in rural India, led by Shri Jayaprakash Narayan, assesses the effectiveness of community development programs in addressing the socio-economic disadvantages faced by landless laborers, marginal farmers, scheduled castes and tribes, and other marginalized groups. It identifies systemic causes of poverty, including caste-based discrimination, lack of education and healthcare, and exploitative labor practices, and emphasizes the need for comprehensive social reforms. Key recommendations include guaranteed employment, promotion of rural industrialization, expansion of agricultural credit and cooperative systems, targeted housing and infrastructure development, literacy and vocational training programs, and improved healthcare and social welfare schemes. The report advocates for participatory, community-led approaches through Panchayati Raj institutions to ensure equitable resource distribution and sustainable economic empowerment, aiming to break the cycle of poverty and foster inclusive rural development.
