Abstract
Three Plans have settled firmly the course of economic development of the country. But in the past few years, the urgency of concretizing the benefits of a planned economy for the poor in terms of real consumption has been increasingly felt. The approach to the Fourth Five-Year Plan of the country, outlined in the Memorandum prepared by the Planning Commission, bears ample witness to the awareness of this urgency. The objectives of the National Plan can only be achieved through the combined programmes of the Central and State Plans. The State's Plan has therefore to be formulated within the framework of the National Plan and has also to follow broadly the basic objectives set for the nation. However, the plan of each State has to take into consideration its special economic and social problems, the level of development reached in different sectors and the need for balanced development of different regions.
