dc.description.abstractThe approach to the Fifth Five Year Plan of Delhi has not only to conform to the overall approach to national planning, but has also to meet the developmental needs of this Territory. In the meeting of the National Development Council held in New Delhi on the 30th and 31st May, 1972, the basic approach to national planning with its main emphasis on ‘Garibi Hatao’ programme and its corollaries of removal of unemployment and meeting certain minimum needs of all citizens of this country has already been endorsed unanimously.
