Preliminary Memorandum on Fourth Five Year Plan Government of Goa Daman Diu

Abstract

As indicated by the Adviser, Programme Administration, Raja Surrender Singh, in his note to the Planning Commission during the Annual Plan discussions for 1965-1966, this Union Territory of Goa, Daman and Diu, occupies a special position in the planned development of the country. The liberation of this Territory took place in 1961 and as such no Five Year Plan could be formulated in the original overall Plan structure. In 1962 it was decided that the development plan for this territory may be evolved keeping in mind the special conditions which prevailed due to its prolonged occupation by a foreign power. In short, Goa's economy has to be converted from a free Port economy to a 'developing' economy on the pattern which exists for the development of the rest of India- It Is, therefore, necessary to adopt a very flexible approach to the development schemes and Programme Included in the Goa Plan.
