Papers on Transport Policy Planning

Abstract

This consolidated summary reviews key analytical studies undertaken under the UNDP-supported Transport Policy Planning Project and related transport and industrial analyses in India. It highlights the development of operational general equilibrium, input-output, gravity, and regression models to integrate transport planning with macroeconomic and regional development objectives. The findings reveal significant regional and inter-industry variations in resource use, freight costs, and productivity, alongside persistent data limitations that constrain precise forecasting. Emphasis is placed on the optimization of freight rates, assessment of regional imbalances, and the need for robust data systems and coordinated planning frameworks. Collectively, the studies underscore the critical role of quantitative modeling and improved data integration in formulating effective, efficient, and regionally balanced transport policies in India.
