Abstract
For the first time in the history of Islands, the 9th Five Year Plan was drafted in consultation with the people’s representatives at grass root level. The on Plan was accordingly finalized after taking into account the requirements listed fry the Gram Panchayats, Panchayat Semites, Zila Paris had and the Municipal Council. The plan was vetted by the District Planning Committee which consists predominantly of elected representatives from Zila Parishad. Municipal Council and Tribal Chiefs. The Ninth Plan was drafted with the objective of achieving "Growth and equality" restoring regional balance, reducing unemployment and providing basic minimum services to the weaker sections of the society. The identification of areas for providing basic amenities to the weaker sections of the society, seeking primary education, primary health care, water for drinking, nutrition to the expectant mothers and the children, housing, recognition and care for the senior citizens, connectivity of die villages for marketing the agriculture produce and for linkage with other rural, urban and state highways, strengthening the highways, supply of energy to the villages and all other basic minimum needs are well taken care of in the 9th Plan.
