Abstract

The Report of the Expert Group on Programmes for Alleviation of Poverty, prepared by the Planning Commission in 1982 within the framework of the Sixth Five-Year Plan, presents a comprehensive strategy to reduce poverty and unemployment in India. Highlighting the high incidence of poverty, particularly in rural areas and among Scheduled Castes and Scheduled Tribes, the report stresses the need for integrated, participatory, and well-coordinated development interventions. It identifies the Integrated Rural Development Programme and the National Rural Employment Programme as key instruments, emphasizing asset creation, skill development, institutional credit access, and employment generation. The report also underscores the importance of strengthening implementation mechanisms through District Rural Development Agencies, enhancing community participation, and involving voluntary organizations. Overall, the recommendations advocate a holistic and targeted approach to poverty alleviation aimed at improving living standards, promoting social justice, and ensuring sustainable rural development.
