Abstract

The Five Year Plan of the State for 1978-83 has a natural growth, as it were, from a very firm and well conceived strategy of development adopted in the Fifth Plan. The “ poor were kept at the centre of the Planning strategy ” in the Fifth Plan which focussed attention on institutional changes, employment generation, rural development, minimum needs programme, regional balance and the building up of disaggragative approach and a mechanism for decentralised planning. Therefore, while the national Plan talks of a new phase of development during 1978-83, Karnataka’s new Five Year Plan for 1978-83 will be a further extension and intensification of the sound strategy and development adopted during the Fifth Plan.
