Abstract
The First Five-Year Plan for Hyderabad State envisaged a total expenditure of Rs. 40.53 cores during the period 1951-1956. Of this estimated expenditure, it was assumed that assistance from the Central Government would be Rs. 10 estimated expenditure. It was hoped that the State would be able to find its share of the expenditure by effecting economies in its normal expenditure, by drawing upon its deposits, by withdrawals from its reserves, by additional taxation and by floating public loans but the hopes originally entertained have been falsified in certain respects despite an all-out honest effort on the part of the State Government to fulfill its obligations under the Plan.
