dc.description.abstractRural Uplift is a very comprehensive and wide term. It is, therefore, necessary at the out-set to indicate precisely what is intended to be covered under this head of the Plan. In the First Plan Rural Development covered grants-in-aid for panchayats, activities like construction of drinking water wells, Panchayat Bhawans and village roads and departmental programmes like circulating libraries, publicity through Gram-Sudhar weekly etc.
