Abstract
The Memorandum on the Fourth Five Year Plan prepared by the Planning Commission in October 1964 was considered by the National Development Council at its twenty first meeting held on October 27 and 28. 1964. While generally endorsing the proposals of the Planning Commission regarding the size and objectives of the Fourth Five Year Plan, the Council laid special emphasis on according top priority to agricultural development and providing resources and inputs sufficient to achieve a rate of growth of not less than 5 per cent per annum in regard to agricultural production. The Council also decided that in the field of social services, priority should be given to family planning, technical education and supply of drinking water in both rural and urban areas. In respect of other sectoral allocations, the Council was of the view that as compared to the Third Plan the step-up on outlays on power, major irrigation and transport was likely to prove sufficient; there was at the same time some doubt whether it would be possible to provide for as large an increase in the allocations for social services as had been envisaged in the Memorandum. The Council suggested that these questions be further examined.
