Before describing the salient features of the revised draft plan, it is necessary to examine how Madhya Pradesh compares with other States of the Union in regard to the stage of development reached by it in the various sectors. Today, Madhya Pradesh is the largest State in the Union with an area of 130,272 sq. miles or 9.75 per cent of the total area of India. It has a population of 2.12 crores, i.e., about 6 per cent of the country's population. Judged from any objective and scientific test, Madhya Pradesh is an economically backward and undeveloped region both in absolute terms and in relation to other States.
