Abstract
In pursuance of the decisions taken in the internal meeting held under the Chairmanship of Secretary, Planning Commission on 21.8.2000, a Working Group on strengthening Monitoring and Evaluation System for the Social Sector Development Schemes in the country during Tenth Five Year Plan was constituted on 30.10.2000 under the Chairmanship of Secretary, Planning Commission. Observation made in the Mid-Term Appraisal of the Ninth Plan document by the Planning Commission and the thrust areas for the Tenth Five Year Plan were considered to be the starting points for formulating the focus. The terms of reference of the Working Group as defined by the Planning Commission are given below: - To review the existing machinery and systems of Monitoring and Evaluation in the Central Ministries/Departments for Central/Centrally Sponsored Schemes/Projects and State Plan Schemes; To Suggest the measures for strengthening the M&E organisation in the country; To suggest institutional framework for linking M&E results with planning, policy making and public spending; To suggest the areas of use for IT in the M&E system to make it effective and meaningful; and To suggest measures to involve the research institutions, universities, Panchayati Raj Institutions, voluntary organisations (NGOs) to improve the quality of M&E in the country.
