Abstract
The Third Five-Year Plan Review for Andhra Pradesh (1963-64) provides a comprehensive assessment of developmental progress across multiple sectors. With an overall outlay of Rs. 312.66 crores, the state achieved near-total utilization of the revised expenditure ceiling, reaching Rs. 63.57 crores. Agriculture and irrigation programs demonstrated significant progress, including the distribution of 9,142 tons of improved seeds and effective implementation of minor irrigation projects. Power development expanded hydro-electric capacity to 213 MW, with plans to reach 432 MW by the plan’s conclusion. Social services, notably education and healthcare, achieved key targets, with the number of Primary Health Centres increasing from 193 to 255 and major advancements in school openings and enrollments. Economic initiatives in animal husbandry and dairy development enhanced veterinary services and infrastructure, while substantial investments in road and transport infrastructure supported regional connectivity. Special attention to Telangana addressed regional disparities, achieving 97.7% of the planned expenditure for the region. Challenges such as foreign exchange delays, machinery supply issues, and land acquisition hurdles impacted some projects. Overall, the review highlights the Third Five-Year Plan’s successes in promoting balanced socio-economic development, infrastructure enhancement, and regional equity, while providing insights for future planning and resource allocation.
