The basic objective behind the State Plan has been to increase, within the limited powers of the State Government, employment generation as far as possible, through efficiently increasing the level of production in various sectors of the State economy. This requires that there should be in the relevant spheres in the State a move towards equal competition. At the same time, there has to be appropriate investment with social action in the relevant spheres of infrastructure and social services.
