Abstract
Several pronouncements of the Prime Minister, the Deputy Prime Minister and the Deputy Chairman of the Planning Commission in recent months have dwelt, inter alia, on the impediments to fuller realisation with distributive justice of the enormous potential of rural land and labour resources of the country. They have confirmed the resolve of the Government of India to correct these distortions which have crept into the rural scenario over years; to give due priority to a resolution of the endemic problems of relieving moisture stress in rainfed agricultural areas, and enhancing the viability of the smaller holding, dry farming and hitherto neglected areas; and to significantly raise the plan outlay for agriculture, rural development and other allied sectors from the present 34% to 50%, with the objective of reducing the economic gap between rural and urban areas.
