Abstract

While working out proposals for the Third Plan, it was necessary to know precisely the nature of expenditure which would be treated as committed or non-Plan so that such committed items would be kept out of the Third Plan. When the Second Five Year Plan was drawn up, the Planning Commission had laid down certain broad principles regarding the kind of expenditure which should be treated as of the Second Five Year Plan.
