Abstract
The Fourth Plan stressed the need to bring about "greater dispersal of industrial activity” and advocated purposefully directed development to occur in smaller towns and rural areas. Towards this the fourth plan introduced the policy measures of Concessional Finance and Central Investment Subsidy for promotion of industries in backward areas. The fifth plan (Draft) emphasized the need for appropriate strategy for the development of these backward areas. An integrated approach was indicated for identifying the area potentials creation and expansion of infrastructure facilities and institutional frame work to implement the development programmes in a Coordinated way.
