Abstract

The Annual Progress Report on Punjab’s Development for 1962-63 provides a comprehensive overview of the state’s economic and social initiatives amid the National Emergency. The original Annual Plan of Rs 43.08 crores was progressively revised to Rs 38.82 crores to accommodate defense and essential sector priorities, particularly irrigation and power. Expenditure totaled Rs 39.93 crores, exceeding the revised allocation due to higher outlays in power and health. Key achievements included expanded agricultural productivity through improved seeds and fertilizer distribution, completion of Bhakra Dam with 34.55 lakh acre-feet water storage, increased power generation capacity, and rural electrification across 4,647 towns and villages. Industrial development focused on small-scale industries and cooperative societies, while social services enhanced education, healthcare, and family planning programs. Despite challenges from drought and flooding, the government implemented effective price control measures to stabilize essential commodities. The report underscores Punjab’s strategic emphasis on infrastructure, productivity, and resilience, establishing a foundation for continued socio-economic development.
