dc.description.abstractNow the Centre and the States are no longer the sole participants in the national plan effort. The Panchayati Raj institutions have come to stay with their Involvement in the entire planning process such as plan formulation, resource mobilisation and plan implementation. The Panchayati Raj no longer remains an experiment. As stated in the Third Plan (Page 338), the primary objective of the Panchayati Raj is to enable the people of each area to achieve intensive and continuous development in the interest of the entire population. The elected representatives should be encouraged to value the development of the Panchayati Raj as offering new avenues of service to the people rather than opportunities for exercise of authority.
