dc.description.abstractThe removal of poverty and the attainment of economic self-reliance are the two main objectives of the Fifth Plan. These objectives will be achieved by purposively initiating policies which will, on the one hand, lead to faster rate of growth and, on the other, reduce inequalities. It was in this background that a series of steps like nationalisation of banks, nationalisation of general insurance and taking over of wholesale foodgrains trade were taken up. The insistence on a National Programme for Minimum Needs is a part of this strategy. the State has prepared a plan of Rs.3,539-25 crores as against an expected expenditure of Rs. 1,075 crores in the Fourth Plan. the Fifth Plan proposals include an amount of Rs.771-09 crores for the National Programme for Minimum Needs and Rs.2,768-16 crores for other programmes.
