Abstract
The Planning Commission approved the Tenth Five Year Plan of Kerala with a State sector outlay of Rs. 24000 crores. The Plan was prepared as a Reform Plan to remove the weaknesses in policies, finances, institutions, management and methods of work and the rigidities that have crept into the system, so that the Plan acts as a lever to accelerate investment, employment and overall development in the State.
The first year’s plan was formulated in line with this objective and a State Plan outlay of Rs. 4026 crores was made in the Budget. The outlay for the Annual Plan 2003-04 is proposed at Rs. 3950 crores plus 397.35 crores additionally for ADB assisted ‘Modernizing Government Programme (MGP)’ and rounded to Rs.4350 crores. MGP is a bunch of initiatives at strengthening local governments, pro-poor service delivery, governance reform, fiscal reform and enabling investment.
