Progress Report on First Five-Year Plan and Other Development Schemes in Punjab for the Period from 1st April, 1951 to 31st March, 1956

Abstract

Conditions preceding the Plan.—The conditions prevailing in the Sta1 prior to 1951-52 were without precedent. The effects of the partition which ha shaken the whole state were still apparent. The Rehabilitation problei occupied the major attention of Government. The food position w£ still uncertain. There was no planning machinery worth the name to dra’ up a formal plan. The First Plan was thus formulated under conditions c great stress and a degree of abnormality.
