The Plan for 1972-73 will be the fourth in the series of the Annual Plans during the Fourth Plan period. Normally, such a Plan takes into consideration the approved size of the State’s Fourth Plan and is related to the tempo of development attained during the preceding years. There have, however, been a number of stresses and strains on the State’s Fourth Plan since its finalisation. The State had to face an acute shortage of power specially during 1970-71 and 1971-72 because of the low inflow of water in the Gobind Sagar (Bhakra Dam) thereby reducing the generation of power at the Bhakra Power House. The assumption that power will be available by 1973-74 from the Beas Project is likely to be incorrect as there may be delay in the completion of the Beas Project by 2-3 years.
