Abstract

As seen from your proposal, you have divided the total outlay of Rs.20,000 crores under divisible and non-divisible pool covering all the sectors and outlays earmarked for SCSP and TSP from divisible pool only. the outlay earmarked for SCSP works out to 7.79% of the total outlay whereas the population of SC in the State is 16.29% and the outlay earmarked for TSP works out 5.84% whereas the ST population in the State is 6.63% of the total population. As already mentioned in our letter No.M-13011/3/2005- SP-Co dated 31.10.2005 reiterating the earlier guidelines issued on the subject, it is necessary to make the Social Welfare Department/the Department concerned as the nodal Department for formulation and implementation of the SCSP and TSP. the funds earmarked for SCSP/TSP should be in proportion to ST/SC population in the State.
