Report of the Working Group on Identification of Communication Requirements in the Power Sector

Abstract

The Report on Identification of Communication Requirements in the Power Sector (1984) evaluates India’s existing communication systems and proposes a framework to enhance operational efficiency and reliability. Existing Power Line Carrier Communication (PLCC) systems were found outdated and insufficient for growing operational demands. The Working Group recommends establishing independent communication infrastructures below SLDC levels, combining terrestrial and satellite networks tailored to geographic needs, with an estimated investment of Rs. 200–300 crores. Key technological solutions include UHF, satellite, and microwave systems. Production agencies such as ITI, BEL, ECIL, GCEL, and Meltron were assessed for their capabilities in providing equipment for digital radio, satellite terminals, and high-power amplifiers. Administrative reforms, including single-agency approvals, channel leasing agreements, and central coordination, are emphasized to streamline operations. The report highlights the critical role of upgraded communication systems in enhancing grid reliability, operational efficiency, and supporting the sector’s future expansion.
