dc.description.abstractWe, the Task Force members are convinced that proper planning on the Indian Himalayan Region (IHR) can be attempted only if we insulate ourselves from thinking from the view point of the plain areas. This is not to say that we should not be aware of the importance and the influence that the IHR has on the rest of the country; but, it is a recommendation of this Task Force that the needs of the rest of the country should not overshadow or unduly influence our views on the needs and vulnerabilities of the IHR.
