dc.description.abstractWest Bengal’s approach to planning involves an alternative economic vision based on the following premises: that all-round economic development can occur only if certain basic minimum needs are assured to everyone, and social and communal harmony are maintained; that the test of any reform is whether this brings about more equal competition and more equal access; that only by involving people can the objectives be defined properly and efficient deployment of available resources be achieved, and that for this it is necessary to devolve effective decision making and financial powers to peoples’ representatives at the various levels.
