Abstract

The 1927 Report of the Indian Tariff Board provides a comprehensive analysis of the challenges faced by the Indian cotton textile industry, particularly in Bombay and Ahmedabad, highlighting the impact of foreign competition, fluctuating raw material costs, and internal inefficiencies. The report identifies Japan as a significant competitor, offering higher-quality yarn at lower costs due to favorable labor conditions. Key issues include declining exports, high production and labor costs, overcapitalization, and ineffective management practices. To address these challenges, the report recommends a combination of protective tariffs, bounties for high-count yarn production, improved operational efficiencies, diversification of products, investment in infrastructure and skill development, and enhanced export strategies. The study emphasizes the urgent need for both government intervention and strategic reforms to ensure the long-term viability and competitiveness of the Indian cotton textile sector.
