dc.description.abstractWhile moving in the Lok Sabha on 22 August 1960 that the draft outline of the Third Five Year Plan be considered, the Prime Minister referred to the increase in the national income during the first and the second plan period, and stated that it would be desirable for an expert committee to enquire how this additional income has been spread in the country. The Prime Minister mentioned, ‘Again it is said that the national income over the First and Second Plans has gone up by 42 per cent and the per capita income by 20 per cent. Now a legitimate query is made— where has this gone? It is a very legitimate query; to some extent of course, you can see where it has gone. I sometimes do address large gatherings in the villages and I can see that they are better-fed and better-clothed, they build brick houses and they are generally better.
