Abstract
The Draft Annual Plan for Arunachal Pradesh (1986-87) presents a comprehensive developmental strategy aimed at addressing the socio-economic challenges of a predominantly tribal population of 6.28 lakh residing across a geographically rugged and infrastructurally underdeveloped territory. With a proposed financial outlay of ₹115.39 crores, the plan emphasizes enhancing agriculture and allied services, targeting a foodgrain production of 2.08 lakh MT, expanding horticulture, and increasing irrigation coverage by 4,000 hectares. Infrastructure development is prioritized through the construction of 154.5 km of new roads, electrification of an additional 100 villages, and augmentation of power generation to 22.41 MW. Social development initiatives include expanding primary education, improving healthcare access with focused programs on malaria, tuberculosis, and maternal health, and implementing welfare schemes for women and children. Sectoral allocations further highlight investments in transport (₹12,715 lakhs), energy, non-conventional energy sources (₹3,690 lakhs), water supply and sanitation (₹2,200 lakhs), and targeted support for Scheduled Tribes, Scheduled Castes, and backward classes. Additional programmes encompass rural development through the Integrated Rural Development Programme (₹2,990 lakhs), animal husbandry, disease control, mid-day meals, forest management, and minor irrigation projects. The plan underscores a holistic approach integrating economic growth, social welfare, infrastructure development, and environmental sustainability, emphasizing effective resource mobilization and project implementation to enhance living standards and promote equitable development in Arunachal Pradesh.
