dc.description.abstractभारत के 1.25 बिलियन नागरिकों को आज अपने भविष्य के बारे में पहले से कहीं अधिक उम्मीदें हैं। उन्होंने विगत दस वर्षों में अर्थव्यवस्था को पहले की तुलना में कहीं अधिक तेजी से बढ़ते हुए और बहुत-से लोगों को प्रत्यक्ष लाभ देते हुए देखा है। अतः स्पष्ट है कि इससे सभी वर्गों की उम्मीदें बढ़ गई हैं विशेषकर उनकी जिन्हें कम लाभ हुआ है। हमारी जनता को अब संभावनाओं की पहले से कहीं अधिक जानकारी है और वे इससे कम के लिए राजी नहीं होंगे। बारहवीं पंचवर्षीय योजना को इन ऊंची उम्मीदों को पूरा करने की चुनौती पर खरा उतरना होगा।
