dc.description.abstract"The Guidelines for Block Level Planning issued by the Planning Commission of India emphasize the need to institutionalize decentralized planning at the community development block level to address persistent challenges of unemployment, underemployment, and regional disparities. While national and state-level planning mechanisms are well established, the absence of systematic block-level planning has constrained the effective implementation of development programmes tailored to local needs. The guidelines underscore the importance of block plans as instruments for localized decision-making, particularly for improving the socio-economic conditions of marginalized groups such as scheduled castes and scheduled tribes. The document outlines the institutional framework required for effective block-level planning, advocating a flexible approach led by block administrations and supported by district-level peripatetic planning teams and voluntary agencies. A comprehensive baseline survey is identified as a foundational requirement to assess physical, biological, human, and social resources, enabling informed planning and performance monitoring. Financial feasibility is emphasized through the integration of block plans with state budgets, central schemes, and institutional credit mechanisms. Block plans are envisaged to incorporate sectoral productivity strategies, employment-oriented programmes, skill development initiatives, and infrastructure development, supported by spatial planning to ensure equitable resource distribution. The guidelines further stress the role of state planning boards in providing direction, supervision, and capacity-building through dedicated planning cells and training programmes. Overall, the framework promotes participatory, data-driven, and resource-aligned planning as a means to strengthen grassroots development and align local priorities with broader national development objectives."
